Peter G. Goll, Chief Executive Officer
Mr. Goll has worked in the healthcare industry for more than 29 years. Mr. Goll has a diverse background in healthcare, which includes health plan operations, contract negotiation, physician group operations, business plan development, risk contracting methodologies, legal/operational development of physician organizations, care management, staff development/management, needs assessment, work planning & prioritization, risk adjustment and strategic planning. Prior to joining Excel, Mr. Goll worked in executive management for such companies as Care1st Health Plan, Humana, Molina, Arcadian and Tenet Healthcare. Mr. Goll holds a bachelor’s degree in Health Care Administration, with post graduate work at the University of Chicago Graduate School of Business, University of San Francisco and Stanford University.
Sandra Knell, Chief Financial Officer
As CFO, Sandy is responsible for the overall financial health of the organization. She oversees and manages all finance functions, i.e., financial reporting, financial planning and analysis, treasury management, audits, risk management and human resources. For 25 years prior to joining Excel MSO, Sandy served as CFO of The Coast Distribution System, Inc., a publicly-held company which distributed recreation products throughout North America. Sandy holds a Master of Business Administration (MBA) degree and is a CPA.
Gary H. Kaplan, Vice President of Operations
Gary joined Excel MSO in July 2016 as Vice President of Operations and is responsible for the Claims, Configuration, Information Technology, Member Services and Provider Services business areas. Gary has over 23 years of managed healthcare and information technology experience. Prior to joining Excel MSO, Gary held several Vice President level positions at Santa Clara Family Health Plan, a local initiative plan serving over 270,000 Medi-Cal, Cal MediConnect, and Healthy Kids members, with responsibility over Compliance, Contracting, Credentialing, Delegation Oversight, Provider Relations, Vendor Relations, and Information Technology. Gary held management positions in Information Technology at the Jewish Home, a nonprofit skilled nursing, rehabilitation, and acute psychiatric facility, serving over 450 residents. In addition, Gary held management positions at the San Mateo and San Francisco Individual Practice Associations, a physician owned provider organization with over 1,100 physicians and 80,000 members, with responsibly for Information Technology, Provider Services, and Credentialing. Gary began his healthcare career at Aetna Health Plan of Northern California in database management and application development to support the organizations NCQA compliance program for the Commercial and Medicare lines of business. Gary studied Information Systems at Brooklyn College in New York.
Diane Brown, Director of Health Services
Diane Brown is the Director of Health Services of EXCEL MSO and is responsible for utilization, quality and case management programs. Ms. Brown has more than 28 years’ experience in the managed care system primarily in Arizona and California, covering all lines of business, including commercial, Medi-Cal, and Medicare. She recently served as the Senior Director of Medical Management for Santa Clara Family Health Plan. Ms. Brown was the Chief Operation Officer for a Medicare Advantage risk adjustment and HEDIS company prior to moving to California. She also worked in population health management at Cigna Health Care of Arizona. Ms. Brown began her nursing career with an Associate’s Degree in Nursing while working at Maricopa County Hospital in Phoenix Arizona. Ms. Brown obtained her Bachelors of Science in Nursing (BSN) and a Master of Business Administration (MBA) degrees from the University of Phoenix. She is a licensed registered nurse (RN) in California and Arizona. And is an experienced Certified Coding Specialist- Physician based (CCS-P®) with the American Health Information Management Association (AHIMA).
Robert Ostrander, Claims Director
Robert jointed EXCEL, MSO in August 2016 as Claims Director. He is accountable for the daily operations of the Claims Department and also develops and implements the strategic plan for claims operations including planning for growth, developing claims policies and procedures, quality assurance and efficiency improvements. Additionally, Robert is responsible for internal and external data reporting and is the principle compliance authority on claims matters within the department.
For the past 20 years, prior to joining EXCEL, MSO, Robert was the claims director for Santa Clara Family Health Plan, the local initiative for Santa Clara County serving over 270,000 Medi-Cal, Healthy Kids and Cal MediConnect members. Robert began his career in healthcare with the Good Samaritan Medical Foundation in 1994 as a claims analyst and then as a claims auditor.
Robert obtained a bachelor’ degree and master’s degree from San Jose State University and a doctoral degree from Stanford University in Political Science. From 1996 to 2004, he was a lecturer in the Department of Political Science at Santa Clara University.
Morris Si, Director of IT
Morris Si is responsible for the overall management and direction of the Excel MSO’s information technology. As the Director of IT, Morris oversees the company’s IT infrastructure, Revenue Cycle application system and the data transaction for all health plans and clearinghouses. Prior to joining Excel, Morris was manager of engineering for the Walmart Global eCommerce division, where he was responsible for managing project implementation and the operation of the corporate server, storage and networking infrastructure system. Morris has more than 7 years of experience in IT and enterprise project implementation management, in addition to 12+ years of technical consulting experience in system architecture design. Morris graduated from Michigan Technological University with a BA in Electrical Engineering and a minor in Economics.
